THERE is no denying the fact that the primary duty of the state government is to protect the life limbs and property of its citizens. A state is said to be misruled or misgoverned if the incidence of crimes keeps growing unabated challenging the lives and property of the people. Brief analyses of position of crimes in Haryana supported by facts and fingers will clearly establish that crimes in Haryana are escalating at an alarming pace and the law and order situation has deteriorated so much that one is constrained to say that law and order machinery has failed miserably.

In the last five years Haryana has become a hot bed for crimes, intrigues, and other anti-social activities. The ratio of dacoities has tripled from 52 in 2004 to 152 in 2004, in the same manner the cases of robberies have escalated three times more from 244 in 2004 to 679 in 2009. The rise in the number of murder cases is also very shocking and stupendous. As many as 959 murders were reported to have been committed in 2009 while the number of murders was 733 in 2004. Even these figures do not tell us the whole story as many cases of murders remain unreported either due to the refusal of the police to record the FIR or due to the reluctance of the bereaved family to approach the police. These figures are really terrifying and appalling and speak volumes for the uncapacity of the govt. to contain the spur in crime.

Crimes against women are also rising of an outrageous pace. Two most heinous crime of rape registered a tremendous upswing in 2009 namely 601 rape cases in police record were registered. Where as the number of rape cases in 2004 was 386 in other words the number of rape cases has almost doubled. The attitude of the police towards the victims is so callous and in human that majorities of rape cases in Haryana go unreported and those which are reported are handled in such a casual and shoddy manner that criminals in most cases go Scot free due to the hostile attitude of the investigating agencies towards the victims.

Kidnapping of kids of the affluent businessmen and industrialists to extract huge ransom has also become a common phenomenon and the escalation in kidnapping cases is also very staggering and alarming in 2009 alone as many as 919 cases of kidnapping as per police crime record has come to light. All this casts a very sad refection on the governance of the state and the law enforcing machinery of the state which more in to prove its loyalty to the political bosses to win out of the turn promotions and plum posts.

On the basis of case given picture one thing that emerges unequivocally is that congress led Hooda government in the last five years has converted Haryana into a heeding ground for crimes of various shades and hues notwithstanding its loud protest a times eradicating crime from Hayana

There is a yawning hiatus between the performance and the promises of the Hooda government. If effective legal machinery is not put in place to curb the menace of escalating crimes the day is not far off when Haryana will become no one in the growth of crimes rather than in growth of healthy and progressing activities. The people of the state will not brook for long the nexus between the criminals and ruling politicians which is fettering and growing by the day.
