The Ministry of Civil Aviation has issued strict directives capping airfares and ordering IndiGo to clear all pending refunds by 7 December, following widespread disruption across domestic air routes.
The Ministry of Civil Aviation (MoCA) on Saturday (December 6) issued detailed directives aimed at stabilising air travel operations and protecting passengers amid the ongoing disruption affecting IndiGo and multiple domestic routes. The Ministry, citing concerns flagged through public feedback and internal monitoring, said the measures were necessary to prevent financial distress and ensure orderly recovery across the aviation sector.

According to statement, Ministry has invoked its regulatory powers to impose temporary fare caps on all affected routes after taking “serious note of unusually high airfares” charged during the disruption.
Airlines have been instructed to adhere strictly to the prescribed limits until operations stabilise.
Officials stated that the cap seeks to prevent opportunistic pricing and to safeguard passengers such as senior citizens, students, and those travelling for medical reasons from undue financial burden. Real-time fare monitoring has been activated, with MoCA warning that deviations will trigger immediate corrective action.

In a parallel directive issued specifically to IndiGo, the Ministry has ordered the airline to complete all pending refunds for cancelled or disrupted flights by 8:00 PM on Sunday, 7 December 2025.
The Ministry said that no rescheduling charges may be levied on passengers whose travel plans were affected, and any delay or non-compliance will attract regulatory action.

IndiGo has been instructed to establish dedicated passenger support and refund facilitation cells to proactively contact affected travellers, process automatic refunds, and arrange alternatives without requiring repeated follow-ups.
MoCA has also issued instructions on baggage handling, directing IndiGo to trace and deliver all baggage separated from passengers during cancellations or delays within 48 hours.
The airline must maintain transparent communication on tracking and delivery and offer compensation where mandated under existing passenger rights norms.
Reiterating what it called a “zero-inconvenience policy”, the Ministry said it continues to coordinate with airlines, airports, and security and operational agencies to ensure full protection of passenger rights during the disruption. Oversight has been intensified for vulnerable and priority travellers, and the Ministry has stated that it remains committed to restoring complete operational normalcy at the earliest.
