The Uttar Pradesh Rozgar Mission Report (2017–2025) has achieved a milestone in the state’s efforts to address unemployment and create structured pathways for youth employment. According to official data, between April 2017 and April 2025, the state government facilitated job placements for 13.64 lakh youth through 10,830 Rozgar Melas (employment fairs) while also successfully expanding opportunities into the global labour market. These achievements underline not only the government’s proactive approach toward job creation but also its vision of transforming Uttar Pradesh from a job-seeking state into a manpower hub for both India and the world.
The initiative has been spearheaded by the Employment Department of Uttar Pradesh, which designed a comprehensive, multi-pronged strategy to target both immediate and long-term employment challenges.
Uttar Pradesh, home to India’s largest youth population, has long struggled with underemployment and high migration rates due to a lack of job opportunities in rural and semi-urban areas. Recognising these challenges, the Rozgar Mission combined domestic recruitment, skill training, global placements, counselling programs, and local service-oriented schemes to create a holistic ecosystem of employment.
One of the most remarkable features of the mission was its ability to go beyond conventional job fairs. While Rozgar Melas served as the backbone of domestic recruitment, the inclusion of structured overseas employment set Uttar Pradesh apart from many other Indian states. By formalising international recruitment channels, the government positioned UP’s youth as a global workforce resource, bringing in opportunities not just for employment but also for remittances that directly boost the state economy.
Key Achievements of Rozgar Mission (2017–2025)
Domestic Employment
At the heart of the Rozgar Mission were the Rozgar Melas, employment fairs organised across all districts. Between 2017 and 2025, 10,830 such fairs were held, resulting in placements for 13.64 lakh youth. These fairs became platforms where employers from IT, logistics, manufacturing, healthcare, and services sectors directly recruited candidates.
The design of Rozgar Melas allowed for immediate job placements while also functioning as a bridge between industry requirements and skill availability. For many first-generation job seekers from small towns, these fairs were their first exposure to organised private-sector employment.
Overseas Placements
Perhaps the most ambitious and forward-looking aspect of the mission was its global placement drive. By establishing partnerships with countries such as Japan, Germany, Croatia, the UAE, and Israel, the state government created structured recruitment opportunities in nursing, caregiving, construction, driving, and technical services.
Israel alone has already employed over 6,000 workers from Uttar Pradesh, with an additional 1,383 scheduled for deployment. Salaries for overseas placements have reached up to Rs 1.5 lakh per month, creating a strong incentive for skilled youth to participate in the program.
The government estimates that overseas placements will generate Rs 1,000 crore annually in remittances, which will not only strengthen household incomes but also significantly contribute to the state’s economy.
Career Counselling & Awareness
Recognising that access to information is often a barrier to employment, the Rozgar Mission also invested heavily in counselling and awareness programs. Between 2017 and 2025, more than 24,493 career counselling sessions were organised, reaching 26.5 lakh youth, particularly in Tier-2 and Tier-3 districts.
These programs covered skill development, vocational awareness, exam preparation, and global opportunities, empowering rural youth to make informed career choices. For many families, especially in districts with high migration rates, these sessions helped reduce uncertainty about employment pathways.
Seva Mitra Yojana
The Seva Mitra Yojana added a local employment dimension to the Rozgar Mission. Through this program, 52,349 registered skilled workers were directly connected to households requiring services such as plumbing, electrical repairs, beauty care, AC servicing, painting, and appliance repair.
The initiative created a trusted service network for households while ensuring steady income for skilled workers. By linking employment to community-level demand, the scheme not only provided jobs but also encouraged micro-entrepreneurship in small towns and villages.
Structured Institutional Framework
To sustain these efforts and ensure accountability, the government established the Uttar Pradesh Rozgar Mission (UPRM) in 2025 as a formal institutional structure.
The UPRM is governed by a Governing Council chaired by the Chief Minister, supported by a Steering Committee and Executive Committee responsible for policy planning and execution. At the operational level, a State Programme Management Unit (SPMU) coordinates with industries, training institutes, and placement agencies.
Further, district committees were formed to monitor grassroots implementation, ensuring that opportunities reached even the most remote regions. To eliminate risks of exploitation in overseas placements, the state also introduced official recruitment licenses, which guarantee safe and legal employment channels abroad.
Economic and Social Impact
Boost to the Economy: The economic impact of the Rozgar Mission is visible both domestically and internationally. With Rs 1,000 crore projected in annual remittances from overseas workers, the initiative contributes directly to the state’s $1 trillion economy target. Domestically, 13.64 lakh youth earning stable incomes translates into improved consumption, rising household savings, and stronger local markets.
Rural Upliftment: By conducting Rozgar Melas and counselling programs in Tier-2 and Tier-3 districts, the mission addressed unemployment in areas that traditionally lagged behind urban centres. This has curbed distress migration and given youth in smaller towns a sense of stability and belonging.
Skill Utilisation: The Seva Mitra Yojana ensures that trained workers find direct opportunities without leaving their hometowns. By connecting them to households for service delivery, the scheme promotes local entrepreneurship while ensuring consistent income streams.
Global Recognition: The state’s structured overseas placement efforts have also enhanced its reputation internationally. Uttar Pradesh is emerging as a key manpower supplier to global markets, especially in healthcare and construction. This not only creates employment but also contributes to India’s soft power by sending skilled workers abroad who strengthen global workforce demands.
Future Roadmap (2025–2030)
Looking ahead, the Uttar Pradesh government has set ambitious targets for the next five years. The roadmap includes facilitating 1 lakh domestic jobs annually, along with 25,000–30,000 overseas placements every year.
To achieve this, the state plans to expand training centres aligned with global demand sectors such as healthcare, logistics, digital services, and construction. Recognising the growing importance of technology in recruitment, the government is set to introduce digital Rozgar Melas, enabling transparent and accessible online hiring processes.
Stronger partnerships with Gulf nations are also on the horizon, anticipating a surge in labour demand.
Importantly, the roadmap emphasises greater female workforce participation, particularly in healthcare and IT-enabled services, sectors where women have already shown high potential.
