Under the decisive leadership of Chief Minister Pushkar Singh Dhami, the BJP government in Uttarakhand has transformed the state’s approach to combating illegal encroachments, successfully reclaiming over 6,500 acres of government land while laying down a base for a technology driven solution that sets a new benchmark for governance across India. The administration’s comprehensive strategy culminated in the August 2025 launch of a groundbreaking web-based application for encroachment monitoring, marking a significant milestone in the state’s “Hill to Hi-Tech” digital transformation initiative.

On August 12, 2025, Chief Minister Dhami unveiled a revolutionary web-based application that enables citizens to upload photographs and videos of illegal encroachments directly to government authorities. This innovative platform which once thought very difficult became possible following the Uttarakhand High Court’s March 2024 directive requiring the state government to develop a digital solution for encroachment complaints.

The application operates as part of a comprehensive suite of Information and Communication Technology (ICT) services launched simultaneously, including the Digital Uttarakhand App, 66 new government websites built on the S3WaaS platform, and AI-powered enhancements to the CM Helpline 1905. Citizens can now report encroachments in real-time, with the concerned department obligated to investigate and take immediate action while maintaining complete online transparency of the entire process.”Through this web-based application, we will be able to track all encroachment activities, especially those near rivers and seasonal drains, and take swift action against violators,” announced CM during the launch ceremony. The system ensures accountability by making revenue officials from Patwari to Tehsildar and SDM directly responsible for preventing new encroachments during their tenure.

Land Recovery Achievements

The administration under Pushkar Singh Dhami`s leadership has achieved remarkable success in land recovery efforts, with government data revealing a systematic and accelerating campaign against illegal occupation. Since assuming office in March 2021, the government has successfully reclaimed 6,500 acres of encroached land, including 455 hectares of critical forest area. This represents the most aggressive anti-encroachment drive in Uttarakhand’s 25-year history as a separate state.

The administration’s comprehensive approach identified 3,793 total encroachment cases across the state’s 13 districts, successfully removing 1,288 cases, achieving an overall success rate of 34 percent. District-wise performance varied significantly, with Haridwar leading at an impressive 92.95 per cent removal rate, while Nainital, despite having the highest number of identified encroachments (1,433 cases), achieved only a 1.33 per cent removal rate, highlighting the complexity and scale of the challenge.

Comprehensive Anti-Encroachment Framework

The Uttarakhand  government’s anti-encroachment strategy operates through multiple coordinated mechanisms designed to ensure systematic and transparent enforcement. District-level committees comprising representatives from Irrigation, Public Works, Forest Department, and Revenue Department have been established to coordinate removal efforts. The Chief Secretary has appointed nodal officers at the government level specifically to address encroachment cases in plain areas of the state.

The administration has strengthened its legal framework through multiple legislative initiatives. The February 2024 amendment to the Uttarakhand (Uttar Pradesh Zamindari Destruction and Land Reforms Act, 1950) introduced strict regulations on land purchases, particularly targeting speculative investments and unauthorized transactions. Under these enhanced provisions, the government has initiated action in 407 cases, officially vesting 3.006 hectares of illegally acquired land with the state government.

A particularly contentious aspect of the campaign has been the removal of unauthorized religious structures. Government data indicates that 538 illegal mazars have been demolished across the state, alongside 45 temples and two encroachments by the gurudwara committee. However, the administration faced challenges when surveys revealed that several ancient temples, including the famous Mansa Devi temple in Haridwar and Garjia Devi in Ramnagar, were also built on forest land, leading to policy modifications that exempt religious structures built before 1980.

Systematic District-wise Implementation

The anti-encroachment drive demonstrates varying levels of success across different districts, reflecting the diverse geographical and demographic challenges faced by the administration. Nainital district recorded the highest number of encroachments (1,433), primarily concentrated in the Haldwani area where railway land disputes have created complex legal challenges. Haridwar district achieved the most successful clearance rate, removing 1,068 out of 1,149 identified encroachments. This success is attributed to coordinated efforts between district administration and various government departments, particularly during preparation for the annual Kanwar Yatra, where over 200 illegal establishments were removed within 24 hours to facilitate crowd management.

The capital district of Dehradun, while having fewer total encroachments (14 identified), achieved a moderate success rate of 21.43%, removing 3 cases. Recent enforcement actions in August 2025 by the Mussoorie Dehradun Development Authority (MDDA) included the demolition of illegal constructions on 12 bigha land in Dharmawala and sealing of unauthorized commercial buildings in Fatehpur.

Technology Driven Governance Initiative

The launch of the encroachment monitoring application represents a broader digital transformation under the “Hill to Hi-Tech” initiative, aimed at positioning Uttarakhand as a technologically advanced state while preserving its natural beauty. The comprehensive digital ecosystem includes next-generation data centers, AI mission implementation, and specialized IT cadre development.

The web-based application incorporates Geographic Information System (GIS) technology to provide precise location tracking of reported encroachments. Citizens can upload both photographs and videos as evidence, ensuring comprehensive documentation of illegal activities. The system maintains complete transparency by allowing users to track the progress of their complaints online, from initial submission through investigation to final resolution.

Integration with the existing CM Helpline 1905 provides AI-powered auto-categorization of complaints, enabling faster resolution and improved follow-up monitoring. The platform connects seamlessly with 886 government services available through the “Apni Sarkar” portal, creating a unified digital governance ecosystem.

Judicial Oversight and Intervention

The Uttarakhand High Court has played a crucial role in shaping the anti-encroachment drive, not only mandating the creation of the digital application but also directing comprehensive status reports on compliance with previous court orders. In 2024, the court sought detailed assessments of encroachment extent across urban areas, forest land, rivers, and government-owned properties, emphasizing the need for scientific and transparent approaches to land recovery.

The Supreme Court’s intervention in the Haldwani case, where over 50,000 residents faced eviction threats, demonstrates the judicial system’s commitment to ensuring due process and humane treatment in encroachment removal operations. The court’s emphasis on rehabilitation plans and proper legal procedures has influenced the government’s approach to large-scale eviction cases.

Economic and Environmental Impact

The land recovery initiative has generated significant economic benefits for the state while addressing critical environmental concerns. The reclamation of 455 hectares of forest land directly contributes to conservation efforts and helps maintain Uttarakhand’s ecological balance. Government officials estimate that the recovered land has potential economic value exceeding Rs. 1,000 crores, resources that can now be utilized for public welfare projects and infrastructure development.

The focus on forest land recovery addresses a critical environmental challenge, as Uttarakhand had lost over 2,400 hectares of forest land to encroachments over the previous six years before the current administration took office. The systematic clearance of forest encroachments has enabled better wildlife habitat protection and improved watershed management across the state’s ecologically sensitive regions.

Future Roadmap and Expansion Plans

The administration of Uttarakhand under the leadership of Chief Minister Pushkar Singh Dhami has outlined ambitious plans for expanding the digital encroachment monitoring system. The upcoming AI Mission, scheduled to launch as a “Centre of Excellence,” will integrate artificial intelligence capabilities into various governance sectors, including enhanced encroachment detection through satellite imagery and drone surveillance. A next generation Remote Sensing and Drone Application Centre will provide real-time monitoring capabilities for early detection of illegal activities.

The government plans to establish a specialized IT cadre to support ongoing digital transformation initiatives, ensuring sustainable implementation of technology driven governance solutions. Integration with the proposed next generation data center will provide robust infrastructure for handling increased data volumes and disaster recovery capabilities.

Building on the success of existing land law amendments, the government is considering additional legislative measures to strengthen enforcement mechanisms. Proposals include enhanced penalties for repeat offenders, streamlined legal procedures for rapid encroachment removal, and improved coordination between different government departments.

The administration has also announced plans for periodic satellite imaging of all government land, creating a comprehensive digital inventory that will prevent future encroachments through early detection systems. Every government-owned plot will receive a unique identification number, enabling precise tracking and monitoring through the digital platform.
