Bihar electoral revision: “First phase nearing completion; 98 per cent voters covered,” says ECI

The poll panel informed that it found 56 lakh voters either deceased, shifted to other constituencies, registered at more than one place or untraceable

New Delhi: Election Commission of India (ECI) on July 23 informed that the first phase of the voter revision drive is nearing completion as around 98 per cent voters have been covered during the ongoing drive.

In a press note released on Wednesday evening the poll body claimed that it found 20 lakh deceased voters along 28 lakh electors who have permanently migrated to other constituencies.

The poll panel claimed to found around 7 lakh duplicate voters who have reportedly register themselves at more than one place. It further noted that a total of 1 lakh voters are found untraceable during the revision exercise.

The Commission in the release stated that it has received and digitised Enumeration Forms of 7.17 crore (90.89 per cent) voters.

The poll body informed that a draft electoral roll will be published on August 1, enabling the electors or political parties to file objection regarding inclusion or exclusion of any electors with the concerned ERO and AERO of the assembly constituency by September 1.

“On August 1, 2025, at the completion of the first phase of SIR, the Draft Electoral Roll will be published. If there is any error in the Draft Electoral Roll, any electoral or political party can file an objection regarding the inclusion of the name of any proposed elector with the concerned ERO and AERO of the that Assembly constituency by September 1, 2025,” read the release.

“Similarly, if any eligible person does not find their name in the Draft Electoral Roll, they can file their claims up to September 1, 2025,” it added.

Earlier the poll panel on Tuesday informed that ERO/BLOs have shared a list of nearly 52.30 lakh electors who are reportedly deceased, have permanently shifted, or have enrolled at multiple places along with 21.36 lakh voters whose enumeration formed are yet not received by the Commission to the representatives of all the major political parties.

Voter revision drive in Bihar

The ECI is conducting a SIR drive in the poll bound Bihar and expected to publish a draft electoral roll on August 1 before rolling out the overhauled voter list by September 30.

The poll body through the intensive revision exercise, aims to include every eligible elector in the overhauled electoral list while removing the ineligible voters at the same time.

The voter revision drive in the poll bound state has sparked a major political row with opposition parties raising questions over its timing, and the documents needed for inclusion in the electoral roll, alleging that the drive could lead to disfranchisement of a significant chunk of voters.

The NDA leaders on the other side has extended their support to the ECI’s exercise stating that the drive will only remove those voters whose name should not be there in the electoral roll. They further have alleged the opposition for deliberately spreading misinformation about the voter revision drive to suit their political narrative.

The Bihar Assembly polls are likely to be held in October-November with BJP-JDU led NDA locking horns with RJD-Congress led Mahagathbandhan (grand alliance).
