Punjab: NIA files chargesheet in murder of VHP leader Vikas Prabhakar

The NIA has filed a chargesheet in the murder of Vikas Prabhakar, linking two pro-Khalistani terrorists to the crime. One accused has been arrested, while the other remains at large, with international connections exposed during the investigation

The National Investigation Agency (NIA) has filed a chargesheet in connection with the brutal murder of Vishva Hindu Parishad (VHP) leader Vikas Prabhakar, also known as Vikas Bagga. The chargesheet, submitted on February 14, names two terrorists associated with the pro-Khalistan organization Babbar Khalsa International (BKI). One of the accused, Dharminder Kumar alias Kunal, has been apprehended, while the other, Harvinder Kumar, remains at large and is believed to reside in Dubai.

According to NIA sources, both individuals have been charged under the Unlawful Activities (Prevention) Act (UAPA), the Indian Penal Code (IPC), and the Arms Act.

Incident Details – April 13, 2024

The murder took place nearly a year ago, on April 13, 2024, in Punjab’s Rupnagar district. Vikas Prabhakar was at his sweet shop as usual when two pro-Khalistani terrorists shot him dead. The NIA has stated that the attack was orchestrated on the orders of Wadhawa Singh, the head of Babbar Khalsa International, who is currently based in Pakistan.

Another key figure linked to this case is Harjit Singh alias Laddi, a pro-Khalistan group leader, reportedly residing in Germany. Laddi is believed to be responsible for recruiting terrorists, raising funds for BKI, and supplying weapons—all while operating from Germany.

NIA takes over investigation – May 9, 2024

NIA took over the investigation from the Punjab Police on May 9, 2024. Following months of inquiry, the agency filed its chargesheet on February 14, 2025. The investigation has also revealed the role of an arms dealer and exposed foreign connections linked to the accused.

Dharminder Kumar, one of the prime accused, hails from Uttar Pradesh. According to the NIA, he procured weapons from a supplier in Madhya Pradesh. The agency has also uncovered crucial evidence regarding the network of international operatives involved in the case.

The investigation is ongoing as authorities continue their pursuit of the absconding accused and their overseas handlers.
