Dr. Pramod Sawant, the Chief Minister of Goa, delivered a compelling speech at the World Hindu Economic Forum (WHEF) 2024, focusing on the theme “Goa Advancing Towards Viksit Bharat.” He began by emphasising the importance of divine guidance in all endeavours, echoing Prime Minister Narendra Modi’s mantras of “Atmanirbhar Bharat” and “Ek Hain to Safe Hain” (Safety in Unity), suggesting that these principles should inspire not only the forum but everyone involved in nation-building.

Sawant reflected on Goa’s unique journey to independence in 1961, which came much later than the rest of Bharat. Despite this late start, he proudly proclaimed Goa as the number one small state in terms of social development and GDP growth, as evidenced by its success in implementing the Prime Minister’s 13 flagship programs.

He acknowledged Goa’s historical struggles under Portuguese colonial rule for 450 years and expressed gratitude to Chhatrapati Shivaji Maharaj and Chhatrapati Sambhaji Maharaj for their roles in ending forced conversions and temple demolitions during that era. Sawant highlighted his pride in having renovated the Saptakoteshwar Temple, originally rebuilt by Shivaji Maharaj, and dedicated it to the people of Goa. The Chief Minister noted that Goa is one of the states where Shivaji Jayanti and Shivaji Rajyabhishek are celebrated with great enthusiasm.

He pointed out that Goa was the first state to adopt a Uniform Civil Code (UCC), where Hindus, Catholics, and Muslims enjoy equal rights regarding property and inheritance. He argued that if everyone adheres to the principle of “Ek Hain to Safe Hain,” then they should marry only once and register their marriage to avoid any issues with property division or inheritance.

Traditionally known for its sun, sand, and sea, Sawant announced a shift towards promoting spiritual tourism in Goa. He referred to Goa as “Dakshin Kashi” (Southern Kashi) and mentioned efforts to rebuild significant temples like Mahalasa Mandir, which was reconstructed 450 years after its destruction by colonisers similar to how the Ram Mandir has just been rebuilt in Ayodhya. The government is actively promoting Goa’s rich cultural heritage, renowned artists, and Hindu traditions.

Sawant acknowledged the contributions of former Chief Ministers Dayanand Bandodkar and Manohar Parrikar in laying the groundwork for modern Goa. He emphasised unprecedented infrastructure development over the past decade, including advancements in bridges, airports, ports, railways, and roads.

While tourism remains a cornerstone of Goa’s economy, he noted that mining also plays a vital role. After overcoming judicial challenges, his administration has resumed iron ore exports. Reflecting on lessons learned during the COVID-19 pandemic, Sawant introduced the ‘Swayampoorna Goa’ initiative aimed at achieving self-reliance through agriculture, horticulture, and fishery sectors. This program has successfully helped farmers and youth double their incomes while recovering from pandemic-induced setbacks.

Additionally, he stressed the importance of re-skilling and up-skilling youth to engage effectively in Goa’s tourism industry. The pharmaceutical industry is thriving under his leadership, contributing significantly to Bharat’s overall pharma output. Sawant also highlighted the establishment of a marine cluster for shipbuilding as another flourishing sector in Goa.

Under PM Gati Shakti initiative, he mentioned substantial investments in logistics aimed at enhancing ease of doing business across various industries. Sawant discussed recent business summits like ‘Amazing Goa,’ which attracted numerous industries and showcased Goa’s potential as a business-friendly state. The state has also hosted various international events such as G20 programs and film festivals while establishing new universities and educational institutions.

He concluded his address by inviting WHEF delegates to invest in Goa’s burgeoning economy, particularly in green businesses. His administration is committed to supporting investors through various business promotion boards and initiatives aimed at enhancing human resources via skill development programs. He encouraged businesses to set up operations in Goa while highlighting successful waste management initiatives that convert waste into wealth.

Dr. Pramod Sawant’s speech at WHEF 2024 underscored Goa’s progress towards becoming a developed state within Bharat while advocating for unity through inclusive policies like UCC. His vision encompasses economic growth driven by self-reliance and cultural heritage preservation while inviting global stakeholders to join in this transformative journey towards a prosperous future for Goa and Bharat as a whole.
