Thiruvananthapuram: The Catholic Congress in Kerala has raised concerns regarding the Waqf Rule, labelling it unjust and calling for essential reforms. During a recent conference, the organization emphasised the need for timely changes to the current legislation, which they argue permits interested parties to claim lands under the guise of Waqf, undermining the rights of landowners across various communities.

The existing Waqf Rule allows for indefinite claims on land, which the Congress contends is inequitable. “Every religion and community has the right to possess and protect their assets for societal existence and development,” stated Rajeev Kochuparambil, President of Catholic Congress. He emphasised that while the Waqf Board should remain in place and be managed by members of the Muslim community, the current framework is excessively powerful and lacks clear limitations.

Critics within the Congress argue that the Waqf Board’s authority extends to denying revenue rights to landowners based on its instructions, effectively seizing lands purchased with personal funds. The organization highlighted that a recent unanimous resolution passed by the Kerala Legislative Assembly, supported by both ruling and opposition MLAs, poses challenges for communities, particularly those in areas like Munambam and Cherai in Ernakulam district.

“This vote bank-oriented exercise is detrimental to democratic order,” Kochuparambil remarked, urging the government to disclose the names of locations where the Waqf Board has made claims on privately owned lands that have been occupied by families for generations.

The Catholic Congress has called for amendments to the Waqf Rule to ensure justice and prevent illegal claims from being upheld. Their stance reflects a commitment to creating a fair and equitable system that safeguards the rights of all communities in Kerala. Rev. Fr. Dr. Philip Kaviyil, who delivered the keynote address at the conference, reinforced the call for a fool-proof amendment of the rule.

While the Catholic Congress is not a political party, it plays a vital role in advocating for the social, economic, and cultural interests of the Syro Malabar Church community. The organization seeks to unite believers over the age of eighteen under one umbrella, enabling members to support one another in various aspects of life, including spiritual, economic, and social development.
