Recently, Congress MP and Leader of Opposition Rahul Gandhi, made assertions regarding alleged disparities between Agniveer soldiers and regular soldiers in India’s armed forces. His statements, aimed at highlighting what he perceives as injustices and discrepancies, have sparked controversy and raised questions about the government’s handling of military welfare. However, a closer examination of Gandhi’s claims reveals significant factual inaccuracies and misrepresentations.

Discrimination in Sacrifice and Benefits
Rahul Gandhi’s Claim: Gandhi stated that there is discrimination in the sacrifice of martyrs, insinuating that Agniveer soldiers receive inferior benefits compared to regular soldiers.
The Reality: The Agniveer scheme is designed to provide a structured engagement opportunity primarily for young individuals aspiring to join the regular armed forces. It offers different benefits tailored to this engagement, not necessarily intended to mirror those of regular soldiers.
Financial Benefits Comparison
Rahul Gandhi’s Claim: He alleged that Agniveer soldiers receive Rs 48 lakh as insurance and Rs 44 lakh as ex-gratia, significantly less than regular soldiers who purportedly receive Rs 75 lakh and Rs 55 lakh respectively.
The Reality: Contrary to Gandhi’s claims, the insurance cover for Agniveer soldiers stands at Rs 48 lakh, fully funded by the government without any contribution required from the soldiers themselves. Regular soldiers, on the other hand, contribute towards their insurance coverage, which may vary based on their rank and service tenure. Ex-gratia payments for Agniveer soldiers amount to Rs 44 lakh, while regular soldiers’ next of kin receive graded ex-gratia payments depending on the nature of duty and operational circumstances.
Pension and Gratuity
Rahul Gandhi’s Claim: He asserted that Agniveer soldiers do not receive any pension or gratuity, which regular soldiers benefit from substantially.
The Reality: Regular soldiers’ families receive various forms of pensions, including Ordinary Family Pensions, Special Family Pensions, and Liberalised Family Pensions, based on the circumstances of the soldier’s death. In contrast, Agniveer soldiers receive a Seva Nidhi package upon completion of their service engagement, supplemented by interest accrued over the period. This package provides financial security akin to pensions and gratuities offered to regular soldiers.
Additional Benefits
Rahul Gandhi’s Claim: Gandhi implied that regular soldiers enjoy various additional benefits, such as health facilities, educational reservations, and employment preferences, which are unavailable to Agniveer soldiers.
The Reality: Regular soldiers indeed receive comprehensive benefits, including healthcare, canteen facilities, free tuition, hostel accommodations, and reservations in educational and employment opportunities. These benefits are integral to their service entitlements and contribute to their holistic welfare and that of their families. Agniveer soldiers, while not entitled to identical benefits due to the nature of their engagement, receive support and opportunities commensurate with their service commitment.
Earlier, in a heated session of the Lok Sabha, Defence Minister Rajnath Singh and Home Minister Amit Shah accused Leader of Opposition Rahul Gandhi of making “fabricated and motivated” remarks about the Agnipath scheme. They asserted that families of Agniveers killed in action receive a compensation of Rs 1 crore, similar to that of regular recruits.
Rahul Gandhi, addressing the House, said, “A few days ago, I met a family of an Agniveer in Punjab who attained martyrdom in a landmine blast. I am calling him a martyr, but the government doesn’t acknowledge him as a martyr. The family won’t receive a pension or compensation, nor will their son be recognised as a martyr.”
Rajnath Singh reacted swiftly, accusing Gandhi of lying. Singh emphasised that the government had conducted direct consultations with at least 158 organisations before implementing the Agnipath scheme and incorporated their views and suggestions. He demanded that Gandhi’s remarks be expunged from the House proceedings, stressing that the Leader of Opposition must understand the scheme first.
Amit Shah supported Singh’s rebuttal and urged Lok Sabha Speaker Om Birla to scrutinise the statements made by both Gandhi and Singh, insisting that the truth must be conveyed to the country. “This House is not for spreading lies. Rahul should apologise to the House, to the country, and to Agniveers,” Shah stated.
Misrepresentation and Political Narrative
