Under the leadership of Prime Minister Narendra Modi and active initiatives of Home Minister Amit Shah, India has embarked on a resolute journey towards eradicating the menace of narcotics. With a multifaceted approach encompassing stringent law enforcement, rehabilitation initiatives, and preventive measures, the Government has intensified its battle against drug abuse and illicit trafficking. As the nation grapples with the challenges posed by narcotics, the Modi administration has spearheaded a series of initiatives aimed at curbing drug-related crimes and safeguarding the well-being of its citizens.

Unprecedented Surge in Enforcement Measures

The Modi Government’s unwavering commitment to combatting narco-terrorism has yielded remarkable results, as evidenced by the significant surge in arrests and seizures across the nation. Law enforcement agencies have adopted a proactive stance, intensifying their efforts to dismantle drug trafficking networks and disrupt the supply chains of illicit substances. This concerted crackdown underscores the Government’s resolve to uphold the rule of law and protect communities from the deleterious effects of drug abuse.

A Paradigm Shift in Enforcement Dynamics

The trajectory of drug-related incidents has witnessed a remarkable shift over the past decade, with a notable surge in reported cases and arrests. From 2006 to 2013, the number of registered cases stood at 1257, but the landscape evolved dramatically in the subsequent years, with reported cases skyrocketing to 3755 during the period of 2014 to 2023. This exponential increase underscores the evolving nature of drug-related crimes and underscores the need for robust measures to address the underlying factors driving this surge.

The Escalating Tide of Enforcement

The surge in enforcement measures is palpable in the staggering rise in arrests, which witnessed a fourfold increase from 1363 during 2006-2013 to 5745 during 2014-2023. This sharp uptick reflects evolving law enforcement dynamics and societal trends, underscoring the Government’s proactive stance in combating drug-related offences. The surge in arrests underscores the imperative of deeper analysis into the root causes driving this surge and its broader implications for public safety and criminal justice systems.

A Determined Crackdown on Illicit Substances

During the tenure of the Modi Government, the quantity of seized drugs witnessed a notable escalation, doubling from 1.52 lakh kgs seized during 2006-2013 to 3.95 lakh kgs seized during 2014-2023. This surge underscores the intensified efforts and enforcement measures implemented to combat drug trafficking and related criminal activities. The significant increase in seized drugs reflects the Government’s unwavering commitment to addressing the challenges posed by the illicit drug trade and safeguarding communities from its harmful impacts.

Fortifying the Institutional Framework

Efforts to fortify the institutional framework for narcotics control have been a priority, reflecting the commitment to bolster accountability and effectiveness. In 2019, the NCORD mechanism underwent significant reinforcement, establishing a four-tier structure aimed at fostering closer collaboration among central and state drug law enforcement entities. This structure, comprising Apex, Executive, State, and district-level committees, operates under the guidance of key officials at each tier, facilitating better coordination and coherence in combating narcotics trafficking. Moreover, the inception of the Joint Coordination Committee (JCC) in the same year marked a pivotal step towards unravelling the intricate layers of drug trafficking networks and conducting in-depth investigations into major seizures. Since its inception, numerous JCC meetings at both state and central levels have been convened, underscoring the concerted efforts to combat this pervasive challenge.

Embracing Collaborative Strategies

● The Disposal of Seized Drugs campaign, launched on June 1, 2022, marked a significant milestone during India’s 75th anniversary of independence by surpassing its initial target of destroying 75 thousand kilogrammes of drugs in 75 days. As of now, an impressive 10,17,523 kilogrammes of seized drugs, valued at Rs 11,961 crores, have been successfully disposed of, showcasing a concerted effort in combating drug trafficking. Notably, the NCB has played a pivotal role, disposing of 1,53,819 kilogrammes of seized narcotics, amounting to Rs 3,756 crores.

● In tandem with the disposal efforts, financial investigations have been a critical component in dismantling the financial infrastructure supporting drug trafficking networks. Each financial document undergoes meticulous analysis, leading to investigations into cases where assets generated from drug money are seized. Hawala transactions, often intertwined with money laundering channels linked to drug trafficking, are meticulously traced to disrupt illicit financial flows. Collaborative efforts extend to sharing pertinent information with agencies such as FIU-IND, ED, and other intelligence bodies for comprehensive analysis. Remarkably, by June 2023, NCB spearheaded financial investigations in 23 cases, resulting in the freezing of properties valued at Rs 74,75,00,531, underscoring the multifaceted approach adopted to combat drug-related crimes.

Empowering Enforcement Agencies

●The Modi Government has recognised the critical importance of coordination among various institutions, particularly in addressing narcotics-related issues. Under the ‘Whole of Government Approach’, inter-departmental coordination has been underscored as pivotal for enhancing Government effectiveness. To facilitate this, the Ministry of Home Affairs has spearheaded initiatives like the N-Cord structure, aimed at harmonising efforts across Central and State drug law enforcement agencies.

● Through the N-Cord framework, efforts are underway to streamline collaboration and tackle policy and operational challenges in enforcing drug laws. The NCORD Portal serves as a centralised platform for accessing integrated drug data, Government orders, laws, best practices, and reporting mechanisms. Regular meetings, including those of the APEX Committee and State/UT NCORD Meetings, further reinforce coordination efforts at various levels.

● Additionally, the establishment of Dedicated Anti-Narcotics Task Force (ANTF) units across all States and Union Territories, as per the directives of the Union Home Minister, highlights the commitment to combatting narcotics-related crimes. The proliferation of illegal drug trade through dark-net platforms and cryptocurrencies poses a growing challenge. In response, initiatives like SUBMAC have been initiated to share pertinent information and enhance vigilance.

● Recognising the need for comprehensive collaboration, central-level stakeholders from various Ministries and Departments have been integrated into the NCORD Committees. Ministries such as Chemical and Fertilisers, Port, Shipping and Waterways, along with agencies like NIA, Indian Coast Guard, and DRI, play crucial roles in coordinating efforts at both central and state levels. At the State and district levels, representatives from diverse sectors, including Education, Posts, and Intelligence Bureau, contribute to the multidimensional approach towards curbing narcotics-related activities.

Harnessing Technology and Innovation

● The Inter-Ministerial Committee (IMC) convened to address the issue of dual-use prescription drugs and precursor chemicals and has diligently formulated comprehensive recommendations aimed at curtailing the diversion of such substances from legal to illicit channels. These recommendations, outlined in the final report circulated to all stakeholders on March 16, 2023, serve as a crucial framework for compliance and enforcement measures.

● In response to the escalating challenges posed by narcotics and drug-related activities, the Home Minister has tasked the Narcotics Control Bureau (NCB) with the meticulous preparation of a national database encompassing vital information on narcotics, NARCO-funding, and NARCO-terror cases. This database will not only facilitate in-depth analysis of drug trafficking trends but also aid in identifying and apprehending criminals involved in the illicit drug trade.

● To bolster the nation’s capabilities in combating drug trafficking, the development of the Seizure Information Management System (SIMS) e-portal marks a significant stride forward. This innovative platform, designed for trend analysis and database management of drug trafficking, is hosted on the secure cloud server of the National Informatics Centre (NIC), enhancing accessibility and efficiency in tracking illicit drug activities.

● The establishment of the Phase-I National Narcotics K9 (Nar-K9) Pool across ten strategic locations signifies a proactive approach to augmenting drug detection capabilities. Efforts to further fortify the Nar-K9 Pool, including proposals for infrastructure sharing, public-private partnerships, and consolidation of resources under a single authority, underscore the commitment to enhancing the effectiveness and reach of narcotics detection efforts.

● Complementing these initiatives, the meticulous preparation of drug network charts and mapping exercises provides invaluable insights into the intricate web of drug trafficking networks. By discerning the sources and destinations of illicit drugs, law enforcement agencies can strategically deploy resources to disrupt and dismantle these networks.

● To combat the rising trend of illegal drug trade facilitated by the dark net and cryptocurrencies, the Narcotics Control Bureau initiated investigations into 59 cases between 2020 and 2022. Recognising the urgent need for a dedicated information system, authorities mandated the development of SUBMAC. While the MAC portal primarily addresses counterterrorism concerns, the MAC Subgroup now actively shares insights on dark-net activities and crypto transactions related to drug cases. The recent fifth meeting of the sub-group convened on February 20, 2023, underscores the collaborative efforts to curb drug trafficking through enhanced information sharing and strategic coordination.

Special operation to prevent smuggling by sea route

About 60-70 per cent of Narcotics drugs are smuggled into India mainly through the sea route; a high-level dedicated task force has been created in the National Security Council Secretariat to analyse drug smuggling through sea routes. Representatives from the Ministry of Port Shipping & Waterways, Indian Navy, Indian Coast Guard, Central Board of Indirect Taxes & Customs, Coastal Police, Port Trust of Coastal States, and State Maritime Board and Port Authorities have been made members of the NCORD mechanism at different levels. 100 per cent scanning of suspected containers are being done. An inter-ministerial committee has been constituted to study the Best Practices evolved by the other countries on the issue of transnational drug trafficking through the Maritime route. The Ministry of Shipping was asked to take necessary steps while directing the management of container scanners and related equipment.

Preventive and Awareness Measures

● Prevention and awareness play pivotal roles in combating drug abuse and promoting a drug-free society. Various initiatives led by the Narcotics Control Bureau and collaborating agencies underscore the significance of proactive measures.

● Through extensive outreach programs and digital platforms, NCB endeavours to educate the masses, especially the youth, about the perils of drug abuse. Awareness campaigns conducted via social media, marathons, rallies, and educational institutions aim to instil a sense of responsibility and awareness among individuals from all walks of life.

● Furthermore, the launch of initiatives like the Nash Mukt Bharat Abhiyan (NMBA) in vulnerable districts, coupled with the establishment of rehabilitation centres, outreach and drop-in centres, and addiction treatment facilities, underscores the Government’s commitment to addressing the root causes of drug addiction and providing support to affected individuals.

● In addition, the collaborative efforts between NCB, law enforcement agencies, and educational institutions in developing training modules and conducting sensitisation sessions highlight a comprehensive approach towards tackling the drug menace. Utilisation of modern technologies such as drones and satellite imagery for monitoring and curbing illegal cultivation of narcotics underscores the Government’s resolve to combat drug trafficking at its source.

● The success of online e-pledges and partnerships with academic institutions and social media platforms reflects a collective determination to foster a drug-free environment. By promoting awareness, providing support mechanisms, and fostering collaboration, stakeholders endeavor to build a resilient society resilient against the scourge of drug abuse.

The Result and Changes

● The concerted efforts of the Modi government have yielded significant results in combating drug trafficking and abuse in India. Since 2014, there has been a remarkable increase in the quantity of narcotics seized by the Narcotics Control Bureau, nearly doubling until June 2023. The cases registered against individuals involved in drug-related activities have surged by 152 per cent, reflecting a robust enforcement approach.

● During the period of 2006-2013, a total of 1,257 cases were recorded, contrasting with 3,755 cases from 2014 to 2023, indicating a substantial escalation in law enforcement actions. Similarly, arrests surged from 1,363 between 2006-2013 to 5,747 during 2014-2023, marking an increase of over 400 per cent. The amount of drugs seized during the latter period skyrocketed to 3.95 lakh kilograms, representing a staggering 152 per cent rise compared to the earlier years. Moreover, the value of seized drugs surged from Rs 768 crores between 2006-2013 to Rs 22,000 crores from 2014 to 2023, underscoring a thirtyfold increase.

● Furthermore, the disposal of seized drugs campaign, initiated on June 1, 2022, as part of the 75th anniversary of independence celebrations, exceeded expectations. The target to destroy 75,000 kilograms of drugs within 75 days was surpassed, with a total of 10,17,523 kilograms of narcotics disposed of nationwide, valued at Rs 11,961 crores. Notably, the NCB alone accounted for the disposal of 1,53,819 kilograms of seized narcotics worth Rs 3,756 crores. These achievements reflect a significant stride towards curbing the menace of drug trafficking and abuse in the country.

As India advances towards the goal of a drug-free nation under the leadership of Prime Minister Narendra Modi, concerted efforts from all stakeholders are imperative. By fostering collaboration, embracing innovation, and strengthening enforcement mechanisms, India can overcome drug abuse and ensure a healthier, safer future. The resolute commitment towards eradicating drug trafficking and abuse has yielded remarkable strides, reflected in increased seizures, arrests, and disposal of seized drugs.
