On July 22, 2023, the Lieutenant Governor of Kashmir, Manoj Sinha and his government suspended and terminated the service of two doctors who were associated with the post-mortem of two women who were allegedly raped and murdered in the Shopian District of Kashmir way back in the year 2009.

The Jammu and Kashmir Government has terminated Dr Bilal Ahmed Dalal and Dr Nighat Shaheen Chilloo from service. The government sources say that the two doctors were accused of actively working with Pakistan and hatching a conspiracy with its assets within Kashmir to falsify the post-mortem report of Asiya and Neelofar, who died by accidental drowning on May 29, 2009.

The government has invoked 3112 (2) Section of the Constitution of India to sack the two doctors after the investigation has clearly established that both doctors acted on behalf of the ISI Inter-Service Intelligence (Pakistan) and terror outfits operating in the Kashmir Valley.

“The ultimate aim of the duo was to create disaffection against India by falsely accusing the security forces of rape and murder. The investigation reveals that the top-echelon of the then government knew about the facts which were buried while Kashmir burnt,” said the government sources.

The victims Neelofar, the wife of Shakeel Ahanger and his sister Asiya went missing on May 29, 2009, shortly after going to their orchards across the Ranbaria Rivulet in the Shopian district. The next day, their bodies were discovered in a local stream after the relatives alleged their murder and rape.

The alleged twin rape and murder had led to fierce protests and shutdown in Kashmir. While the initial investigation pointed out rape and murder, the probe by the Special Investigation Team (SIT) faced obstacles including allegations of tampering with evidence and lack of cooperation by the residents.

In 2010, the Special Investigation Team gave the case to the Central Bureau of Investigation (CBI). The CBI conducted further investigation and re-examined the evidence. But in the year 2011, the CBI filed a closure report stating that there was not enough evidence that could establish that the two women were sexually assaulted and then murdered.

After the Shopian conspiracy, the Kashmir Valley was in flames for seven months. The seven months of June to December 2009 witnessed forty-two strike calls led by the Hurriyat, which resulted in widespread violence in the valley. A total of 600 major and minor cases of violation of law and order were reported throughout the entire valley.

The police had filed 251 FIRs for activities such as arson, stone pelting and rioting. Seven civilians lost their lives, and 103 were injured. Additionally, 25 police personnel and six paramilitary force personnel faced grave injuries. A total of 6000 crores worth of business was lost in the seven months.

According to sources, Dr Nighat Shaheen Chilloo is working as a Consultant Gynaecologists and is currently posted at the Sub-district Hospital, Govt Health Department in Chadoora, Budgam and Dr Bilal Ahmed Dalal is working as the Medical Officer and posted in NTPHC, Takia Imam, Shopian was found to be the key players in hatching the conspiracy against the Indian State on behalf of Pakistan and terror outfits.

The Shpoian Incident has emerged to be a classic textbook study of how Pakistan and its proxies in Jammu and Kashmir mobilised their deep assets within societal and governmental institutions to fabricate a completely false story, creating false evidence and a bogus post mortem going to replace the biological samples to falsely implicate innocent police officers and thereby to subvert the justice systems of a proportion that is unprecedented in the annals of the criminal justice system.
