Ever since the Ram Navami Shobha Yatra was taken out in Bengal there have been repeated attempts of violence. First, the procession was targeted, and then Hindu families were attacked after ‘Friday Prayers’ on March 31. And almost three days after Hindu’s auspicious festival, Ram Navami, there is no end to the act of vandalism and arson, especially in the state of Bengal.

The hotspot in Bengal remained the Shibpur and Sandhya Bazar areas of Howrah city. However, similar attacks have been reported from Hooghly as well.

Amidst all of this, came a notice from the National Commission for the Protection of Child Rights (NCPCR), stating minors were used in violent activities by the perpetrators.

The commission taking suo moto cognizance of the case issued a notice to the Police Commissioner of Howrah demanding action in two days.

As per a letter (number–DD4696), dated April 3, 2023, the commission asked the Commissioner of Police, Howrah to take action against the culprits who have used minors in the act of violence.

The NCPCR, taking cognizance of a Tweet, wrote, ‘It has come to the notice of NCPCR that during the Ram Navami Shobha Yatra in Howrah’s Shibpur area, mob turns violent and the children are seen to be used in stone pelting in the violence activities, by anti-social elements’.

Notably, The Commission has taken suo-moto cognizance of the matter u/s 13(lXj) of CPCR Act,2005 as prime facie, the use of children in such violent activities by antisocial elements seems to be a violation of Section 83(2) of juvenile Justice Act, 2015 and other relevant Sections of IPC.
