India’s Pakistan Policy after Pathankot Attack should be to dismantle Pakistan from every direction
Dr. Satish Kumar
The bowl is full. It does not need further extension of liberal approach towards Pakistan. From the beginning till today, much leverage were given, but each time Pakistan backstabbed Bharat. Bharatiya public opinions had also run out of options. Enough is enough. The last blow was Pathankot where India lost its 43 CRPF personnel. PM Modi made it public; things are going to change forever. Pakistan is already sitting at the brink of disintegration. Its economy is in the dire state, breathing with the help of external supports, separatists forces are active to secede from Punjab dominated Pakistan. The Army is running the political show in Pakistan. Its 100 cut policy is still alive against Bharat. The Chinese intrusion in flaming up the terrorists flame in Pakistan is a major concern for Bharat.
The fourth consecutive terms China withhold the United Nations Security Council (UNSC) resolution on the technical ground. The technical ground has strategic and economic underpinnings. China and Terrorists groups of Pakistan are on the same page. There is under current of unwritten joint ventures to divert the venom from China’s Uighur Muslim region to Bharatiya region of Jammu & Kashmir. From the Pakistan perspective, it is a highly successful exercise. If Bharat does not change its stand, the condition is going to be more complex for Delhi. China was the only country among the 15-member UNSC that blocked Bharat’s plan to designate Masood Azhar, the chief of Jaish-e-Mohammad (JeM), as a global terrorist. Therefore, Bharat needs to switchover from a strong Pakistan to a weak Pakistan in coming years. There is a rationale to do so. The changing geo-strategy in Bharat’s North West frontier is volatile. Bharat’s hold in Afghanistan is going to loosen with the American withdrawal of forces. The biggest looser would be Bharat and the leading gainer is Pakistan. With deepening China-Pakistan cohort Bharat’s Afghan Policy would be targeted, its massive investments are at risk. It is desirable to weaken the fuming deep state of Pakistan.
Why Does Bharat Need to Weaken Pakistan?
Bharat’s greatest geopolitical challenge, on land, was the combined location and strategic stance of Pakistan. Pakistan occupies a territory across Bharat’s entire western frontier. Much of the Bharat-Pakistan border is open plains, and can be easily crossed. Earlier this route had invited many foreign invaders. It also joins with the West Asia and Central Asia. Since hostile nature of Pakistan messed up the Bharatiya interests. It blocked to develop South Asia to become integrated hub of infrastructure development and connected to the West Asia and Central Asia. It is strategically required for Bharat as a leading world power. India’s most important frontier historically has been its northwest frontiers, the direction from where almost all land invasions came. Today, this frontier is controlled entirely by a hostile state that blocks trade and transportation with Central Asia and the West Asia through its territory.

Secondly Pakistan has turned to be the epic-centre of terrorism. Pakistan has allowed so many terrorist organisations to find safe haven within its territories, and these organisations are growing in size and influence. It has a long list, including the latest to be banned Hafiz Saeed’s Jamaat-ud-Dawa (JuD), and the country abets and aids almost half of the proscribed groups in India, according to official documents. Pakistan’s National Counter Terrorism Authority or NCTA has so far declared 69 terrorist organisations as ‘banned’. However, it has turned a blind eye to many other major terror groups such as the Hizb-ul-Mujahideen, the Harkat-ul-Mujahideen and the Al Badr operating in Pakistan-occupied Jammu & Kashmir (PoJK), the documents state. Documents at India’s Home Ministry state that almost half of India’s total 41 banned terrorist groups are either based in Pakistan, areas under its illegal occupation or sponsored by it. Such groups include the Jaish-e-Mohammed, Lashkar-e-Taiba, Hizb-ul-Mujahideen, Harkat-ul-Mujahideen, Al Badr, Dukhtaran-e-Millat, Babbar Khalsa International, Khalistan Commando Force and International Sikh Youth Federation. Since Imran Khan became the Prime Minister, there has been upsurge in the number of terrorist organisations. The frequency of terror attacks has also increased in the last six months.
There is legitimate reason for India to take back PoJK. It is not possible without force. The amalgamation of Gilgit-Baltistan will resolve the security problems of India which emanates from North-Western borderThird, China-Pakistan nexus is becoming more challenging for Bharat. With a new twist and turn in world politics, China found it more convenient to pin down India with the help of Pakistan’s covert and overt support. China’s biggest economic venture is also located in Pakistan. CPEC projects runs through PoJK. The CPEC is exposed to direct threats from the terror groups which have found safe haven in the illegally occupied areas. CPEC is a golden egg for China. Since the local people are very hostile against the Chinese projects. That is why China has increased its number in the area. The number of Chinese living in Pakistan in 2017 has reached 30,000 to 40,000 against 10,000 in 2009. More than 15,000 to 20,000 Chinese are directly working on CPEC projects. The other reason to appease the terror groups in Pakistan is to stop the secessionist tendencies in restive Xinjiang, as more and more Uughurs and Pakistanis travel across the Karakorum highway for trade and other activities. Pakistan has allowed Chinese troops to be stationed in the disputed areas of POJK. The Pak military has created a special 15,000-troop army division to protect Chinese projects. Also thousands of policemen have been deployed.
How to Fragment Pakistan?
‘Pakistan has been created accidently. It consists of four provinces, except Punjab all three provinces are prone to do separation. Baluchistan which is the largest province of Pakistan has been forcefully captured by Pakistan since 1948. The Baloch separatist forces are still active and want to secede from Pakistan. Sindh has a strong presence of migrated Muslims from India who were badly treated by Pakistan. Still their demands are simmering. Minority’s communities are discarded completely by Pakistan. The conditions of women are worsening day by day. Therefore, the structure of nation-state in Pakistan never took any shape. It germinated on anti-India wave. Many of the scholars raised this question what is Pakistan? Its identity is still not being defined. One of the scholars of Pakistan narrated the four phases of Pakistan. First is Muslimisation from 1945 to 51. It tried to weave together of the Muslim majority areas. From 1951 to 1980 was the phase of Islamisation when the legal routes passed through the channels of Shariyat and Quran. Each ruler tried to be the bigger champion of Islam than his predecessor. The third phase was Jehadis emanated from Islamisation. The fourth phase is most likely would end with the disintegration. There are many factors, two are dominant.
Gilgit-Baltistan
The UK Parliament has said what Bharat has been saying for 70 years that Gilgit-Baltistan belongs to Bharat as an integral part of the state of Jammu & Kashmir after it legally acceded to the Indian Union in 1947. Passing a motion in 2017, the UK Parliament said that Gilgit-Baltistan was a legal and constitutional part of Jammu and Kashmir, illegally occupied by Pakistan since 1947. Geographically, Gilgit-Baltistan is situated in the trans-Himalayan region on the north-western corner of the Kashmir Valley. The five regions were: Jammu, Kashmir, Ladakh, Gilgit Wazarat, and Gilgit Agency. With changing equations in the early 20th century after the formation of the USSR in 1917, the British took Gilgit Agency on a 60-year-lease from the Maharaja of Jammu and Kashmir in 1935.
After the Second World War, the British, unable to sustain pressure from India’s freedom struggle, decided to partition the country into India and Pakistan. It gave the princely states the right to merge with either of the two provided their territory with the nation they wished to accede to. The British also returned the Gilgit Agency to the Maharaja of Jammu and Kashmir, 15 days after India attained Independence. Gilgit again came under the direct rule of the Maharaja as a legal part of his state. Pakistan captured a part of Kashmir by means of invasion and the entire Gilgit region – generally called Gilgit-Baltistan.
There is legitimate reason for India to take back this region in Jammu and Kashmir. It is not possible without force. The amalgamation of Gilgit-Baltistan will resolve the security problems of India which emanates from North-Western border. The expanding feet of China will be chopped off as well.
It is the largest region of Pakistan. It is also called Federally Administered Tribal Areas. In 2014, at the start of the Zarb-e-Azb operation, the Pakistani armed forces dramatically ramped up their raids and airstrikes against extremists in the FATA. The FATA are a functionally independent region of Pakistan, where tribal law outweighs national law. This means that the areas acquired a reputation as a lawless hinterland. The Pakistani Taliban and its counterpart in Kabul operated fairly freely there, as did a number of other violent extremist groups, including Lashkar-e-Jhangvi and Jamaat-ul-Ahrar. Baloch nationalists have long been opposed to the Chinese presence and investments projects in Balochistan.
Pakistan journey of 72 years as a nation-state, narrates a story of a failed state in every respect. It is based on the heap of lies and frauds. The textbooks of school going kids are full of blatant lies and distortions. Pakistan’s history is taught as if it began with the conquest of Sindh by the Umayyad army, led by the young General, Muhammad bin Qasim in 711 AD. Important periods and events during subsequent centuries are also skimmed over, like the Aryan civilisation which introduced its powerful social system and epic poetry (Mahabharata in which Sindh and Khyber Pakhtunkhwa play important roles). Its economy is tittering, PM Imran Khan running from one state to another for help. America is determined not to bail out Pakistan. It looks much better if the accidental Pakistan disappears from South Asia. Nevertheless, the nuclear arsenals will be a challenge. Who will be the master of nuclear button? As Kazakh nuclear was managed by America after the disintegration of Five Central Asian states, this could also be managed. The South Asia’s economic integration will be much faster.
