Genesis of the Mulki Trouble : Boot Nizam, Please Andhras

The Time and manner of the murderous agitation in Hyderabad leaves one in no doubt that along with “… affaire Patrika, it was an action calculated to discredit this country and treat disillusioned Pakistanis to “communalism in Bharat”.
It is significant to note that of the seven fatal casualties of the “students’” agitation only one was a student; the rest were all Muslim goondas! As I looked on the raging, tearing crowd, I could see that not more than 5 per cent of them could be students. As the Red-Razakar rabble tore through Hyderabad-Secundrabad, they burnt police stations and public vehicles. Setting fire to the Chief Minister’s car, they tore the State flag from the bonnet, cut it to pieces and threw it in the fire! The Most frequent slogans of the mob “Nehru Government Murdabad” and “Pakistan Zindabad” show their identity and motive. Another favourite slogan was “Hindusthan peechhe hat Raha hai: Pakistan Aage Badh Raha hai”ie “Bharat is retreating : Pakistan is advancing”.
The whole plot was woven round the reactionary slogan of Mulki vs Non-Mulki, by which they meant that jobs etc., in the State must be reserved for the Mulkis (i.e. those “belonging to the country” viz Hyderabd i.e. those domiciled in Hyderabad. At first sight the demand sounds innocent, and even reasonable. Ordinarily every State recruits from within its own borders. Hyderabad does that too. But in her case the problem is not so simple.
Till the other day the 85 per cent majority Hindus were hewers of wood and drawers of water for the 15 per cent minority of Muslims. Educational facilities and service opportunities were open, by and large only to the Muslims. States Ministry’s White Paper in Hyderabad showed that 754 out 999 state officers were Muslims. Many of them were never mulkis i.e. born or domiciled in Hyderabad. Why, even Kasim Rizvi was a UP product. The police Action saw the removal of some of the more insane Muslim officers. Some others fled to Karachi. More Muslims could not be recruited, consistent with the security of the State. Enough local Hindus with requisite qualifications and experience were not there to fill the gap either. The Government therefore did the next best thing and took the services of experienced staff from the adjoining States and the Centre, on loan.
Mookerji Tells MuslimsJan Sangh President Dr Mookerji’s recent visit to Bombay is till echoing in the columns of the local press and some interesting sidelights which did not find a place in the first rush of news are now coming to light. During an informal discussion with “ Interested Youngs” who had been specially invited to have a chat with Dr Mookerji a Muslim youth, calling himself a Marxist , asked: “When Bharatiya Jan Sangh talks of culture, is it not that it is Hindu culture that dominates its concept? Dr Mookerji unhestitatingly replied: “if you believe in democracy, it is certainly so”. But , he added, Hindu culture did not mean destruction of every-thing Muslim. |
The Government is not doubt strong enough to meet the overt crisis. But the serpents in the grass will remain. They must be tackled.
Nothing short of removal of the Nizam, and of Muslims known for active association with The Razakar War, can restore peace and normality to the State. That may be too much for the secular stomach. But leaving a time bomb in the lap of Hyderabad would be far too much for security of the State.
