Shri Deven Sen’s Statement before West Bengal Enquiry Commission

“Muslim Leaguers instigated Muslim masses, otherwise there would not have been any riots. I have noticed that in the begining Muslim Leaguers had given incentive to these things and at a later stage they preached that all Muslims should go away. I know of an organization which made a planned move to take away Muslim drivers of motor cars, lorrymen, small mechanics in repairing shops and asking them to go to Pakistan,” thus observed Sri Deven Sen, the Bengal Trade Union Congress leader in a written memorandum to the West Bengal Disturbances Commission of Enquiry on June 30.

Sri Sen stated in that memorandum that security for the minority in Eastern Pakistan was the first condition for stopping any recrudescence of communal disturbances in West Bengal.

Other measures recommended by him for eliminating the causes of disturbances in the State were :- (a) declaration of Pakistan as a secular state by changing the objective resolution; (b) throwing open membership of the party in power to the minorities; (e) formation of other parties and organization on non-communal basis; (d) organisation of labour and peasants irrespective of religion, (e) inclusion of members from the minority community in the Cabinet; (f) abolition of separate electorate and introduction of joint electorate with reservation of seats for the minority; (g) abolition of the Ansar Bahini and formation of the volunteer organization on non-communal basis; (h) freedom of movement and association to the minority community and right to sell, transfer and dispose of property (i) increase in the standard of living of the masses; (j) realization of the economic interdependence of the two Bengals and closer co-operation between the two in the  fields of trade and business as far as Control over radio and press so far as publications of communication news is concerned; (l) exemplary punishment to those guilty of crimes towards women. Over and above these Sir Sen stated that for obviating the chances of communal riots Bharat and Pakistan should try to have a peaceful and honourable solution of all outstanding disputes.
There should, he suggested be a permanent high-power commission composed of High Court judges and popular men of both Bengals it would be as if these men also commarded  prestige in both the houses of Bengal – to watch and just ways for dealing with … symptom of communal  disturbance.     
Causes of Diturbances
…amined by the Chairman of the Commission, Sri Sen said that the immediate cause of the disturbances was press reports and report…. by refugees he added there had been no trouble …West Bengal before the indents at Begarhat and Khuina in East Pakistan.
