Having regard to the indisputable and well accepted principles of democracy and convention, after a general election the Governor has to invite the leader of the political party who enjoys majority in the legislative assembly to form the government. In the absence of such a party the Governor has to invite the leader of the single largest party to form the government. That is the only way of respecting the mandate of the people. Then it becomes the constitutional duty of smaller parties to allow the single largest party to form the government and to function in accordance with the provisions of the Constitution. This should be the sprit with which democracy can function.
As we have adopted multi-party system, it has been the practice for each political party to formulate and announce its manifesto before election. But it is indisputable that all are bound by the Constitution which incorporates 1- The preamble, 2- Fundamental rights, 3- Directive principles of state policy 4- fundamental duties. These together form the Constitutional Manifesto. In fact there is no necessity for any party to have a separate manifesto for; even after having separate manifesto the parties are bound by the constitutional manifesto.
Therefore, it becomes duty of all the elected representatives to ensure that the government functions in accordance with the provisions of the Constitution. When the people have participated in the election and have elected their representatives it becomes the duty of the Governor to invite the leader of the single largest party to form the government and it becomes duty of the smaller parties to cooperate with the government of the single largest party in accordance with the constitutional manifesto. In that behalf words of wisdom of Bharat Ratna CS Subhrmanyam shows the light:
“When the Constitution of India came into force on 26th November 1949, the pernicious social system of untouchability was abolished. Article 17 declared untouchability is abolished and its practice in any form is forbidden. The enforcement of any disability arising out of “untouchability” shall be an offence punishable in accordance with law”. Serious action is being taken to eradicate the remnants of untouchability existing in any form wherever they exist. It is no longer a debatable point. While so, another form of untouchability has crept into our polity, namely, “political untouchability”. This is mainly based on the concept of secularism, even though each political party has its own view as to what is to be considered as antisecular. The parties who claim to be secular consider BJP and its allied organisations as politically untouchable. For a different reason the Left parties consider Indian National Congress as untouchable. There is another concept of untouchability on the basis that the policy of a political party as anti-people, another vague term used by particularly the Communist parties and parties allied to them.
These attitudes of dubbing any party or policy anti-people arise out of what I would call, political fundamentalism Any party or individual who does not agree with one’s own political or economic ideology is dubbed as anti-secular or anti-people”.

Unfortunately political untouchability which has crept into our body politic has caused immense injury to our democratic and national life on several occasions.
No party should consider that any other party is untouchable and take the stand that it will not join hands with it even at the cost of bringing about the breakdown of constitutional system as is happening in Delhi. Earlier such attitude is given up the better for the Nation I conclude the matter Quoting the words of wisdom of Rigveda the oldest document incorporated in Golden letters in the two committee rooms on the first floor of the parliament house.

The aforesaid guidelines read with the views of C. Subhrmanyam are worthy to be followed in situations where there exists a hung legislature as has happened in Delhi.

During 50 years corrupt regime the prices of essential commodities boomed to 30 times putting poor public in a pitiable condition. So when a leader stood with a single slogan and commitment of removing corruption public voted him with great hope.
Kejriwal’s spoken out against netadom showed transparent ways of being within the matrix of politics. He has shown that clean politics is possible. Anna Hazare started a relentless movement against corruption of the Congress. Kejriwal as his committed disciple got the full advantage when he formed his Aam Admi Party and fought election, but he is more a symbol than a neta.
But this movement against corruption is only a means and not an end in if self. The ultimate aim should be the economic, mental and educational development of the country to remove the crushing poverty and backwardness of the masses. Thus Anna will also not be able to achieve only though his Lokpal bill. Here Kejriwal shall have to learn from prosperous countries like USA Japan, Germany etc.
At present Kejriwal has no experience in the development of industries, Agriculture education, roads, canals, electricity, military power, production of armaments etc. It will take 20 years for him to be expert in this, till then he should cooperate with a party whose sole aim is the emancipation of the country and who has full experience of the above subjects.
Coming to the Congress, it is a matter of surprise that even after more than 50 scams, destroying the economy of the country, weakening all the democratic institutions of the country in order to perpetuate its dynastic rule it has managed to get good number of votes, because due to lack of publicity and information people are unaware of the total damage done to the country by Congress.
Rahul and Kejriwal both take of selfless service but the common man now has taken Kejriwal seriously. There is a saying ‘you can fool people sometimes, but you cannot fool them all the times’. This is what has happened in this election. People have simply ignored all the sweet and big promises and freebies given by the Congress. This is a very good lesson for all the political parties of India.
When nation achieved freedom Congress had no experience of governance and economic development hence it resorted to socialism and secularism which have done maximum damage to the country. Congress also resorted to the drama like Nehru Chacha, garibi hatao, sleeping and eating in Jhopadpattics, traveling by train in 3rd class, shaking hands with the masses by Rahul Gandhi and the latest is by Salman Khurshid that Soniaji is the mother of every Indian, a cruel joke which deserves to be ignored. Today people are realising that the intentions of the Congress are not sincere.
In order to capture Muslim votes congress has done everything to appease them without removing their poverty and backwardness, so Muslims are also slowly getting disillusioned from it. Hence Congress is now trying desperately to pass the Communal Violence Bill 2011 to capture Muslim votes.
On the back drop of these two parties now comes the BJP led by Narendra Modi the game changer. He is on rampage to decimate the Congress. There is a yearning today for decisive experienced leaders who can deliver the goods and there is nobody in India who has this quality better than Modi.
His brain is full of wonderful ideas like Sadar Patel’s ‘statue of unity’. He has articulated the mood and feelings of the masses by announcing that he wants a Congress-free India. This is like ‘Quit India Movement of Gandhiji, which has energised the masses of India into an anti-Congress mood’. It is also like Tamsoma Jyotirgamaya ie from the 50 years dark rule of the Congress to the shining prosperous rule of the BJP.
Modi has turned a poor Gujarat into a golden Gujarat though good governance where there is no terrorism, no refes, very little corruption, – democracy is the selection of the lesser evil – coupled with full development in industry, agriculture education, roads, electricity, water canals etc for which 67 countries of the world have given awards to Narendra Modi. He has become an international figure and they want to come to Gujarat to learn from him. All BJP-ruled states are progressing on the same line of development. The victory of BJP is a victory of the truth over falsehood Satyamev Jayate it is a cultural revolution whose time has now come. BJP consists of a galaxy of great leaders like Advaniji, Rajnath Singh, Sushama Swaraj, Arun Jaitly, MM Joshi, Vankaiya Naidu, Vasundhra Raje, Shivraj Chouhan, Raman Singh and many others. The like of whom are nowhere to be seen in any political party. BJP is destined to win three hundred seats in to 2014 election. Hence in the interest of the nation AAP should support not oppose BJP, if it sincerely wants to work for the emancipation of the nation.
