THE decision of the Union Home Ministry to implement the order of NC-Congress government for the so-called rehabilitation of the militants residing for the past 20 years in Pakistan shall cause not only threat to the security of the country but also endanger the future prospects of Indo-Pak Peace Dialogue.

After armed forces and paramilitary forces relentlessly thwarted several attempts of the trained militants to clandestinely infiltrate the LoC for the last two years, ‘Rehabilitation Policy’ a novel method of importing the trained militants has been designed by NC government to gain the sympathy of the separatist forces.

The policy of rehabilitation, intended to facilitate the return of ‘so-called ex-militants’ who belong to J&K and had crossed over to PoK/Pakistan for training in insurgency but had given up insurgency activities due to change of heart and are willing to return to the state is a sham. Rehabilitation of the militants in PoK/ Pakistan who left the state 20 years back to get arms training to revolt and fight against the country at the behest of the enemy country is a sinister conspiracy designed to strengthen the separatist movement and boost their moral as also to help provide legal way to trained militants to enter the state for creating unrest and large scale subversion/disturbance not only in J&K but also in rest of the country. 1300 applications have been filed by the relatives and parents of Kashmiri militants who have been undergoing training in Pakistan-occupied-Kashmir since 1990.

The rehabilitation of militants who have waged a war against the nation and were responsible for killing of thousands of people and security forces personnel in J&K during last 21 years of turmoil will get a moral boost, sources added.

Sources said that these views have been expressed by the leaders of various nationalist parties who have also decided to send memorandums to the Union Government asking it to force the State Government not to take a hasty decision in this regard.

The VHP leadership has decided to make it a nationwide issue as the consequences of the decision will be tantamount to national interests as well. This fight is not confined to J&K but should be fought at every corner, said a senior VHP leader. Terming the Omar Abdullah Government a grave security risk they said the Chief Minister of J&K is going to repeat blunders after blunders.

Moreover, 20 years of stay in any country is sufficient for a migrant to acquire the citizenship of that country and what is the justification of inviting such migrants back into the country when they left the country of their origin with a sinister design of waging a war against the country they deserted. How and who will ensure, insure and certify that these migrants will not work as ‘sleeping cells’ and help the enemy like the ‘Trojan Horse’?.

Omar Abdullah has taken a clear stand that he would not hold J&K as integral part of India and during the recent visit of the Home Minister, there were no strikes and no bandh calls were observed, as Omar wanted to give an impression to Delhi that he commands support of the Kashmiris. “Both National, Conference and Jamat-e-Islami are as ‘thick and thieves’ and have been working under a common strategy to revive militancy to initiate ‘Jammu-cleansing’ project after having accomplished Valley-cleansing process” they alleged.

“We will not allow the rehabilitation of the people who have waged a war against the nation at any cost’’ he said adding the Government should prosecute them under law instead of granting amnesty. This will be in the larger interests of the people of J&K as well as country, they added.

The chairman of Jammu and Kashmir National Panthers Party (JKNPP) and member National Integration Council Prof Bhim Singh said that the J&K Cabinet decision to allow the return of militants, nearly 1500 in number from PoK shall endanger the security of the state and even cause tremendous harm to the Prof secular character of the state.

Bhim said that the youth were dispatched to Pakistan and their migration was rather facilitated by the National Conference Government during 1989-90 period. “Many of them have waged war against India by infiltrating to our soil and most of them were trained by Al-Qaeda in Peshawar and Pakistan,” he alleged and said that since terrorists trained or associated with Al-Qaeda are facing ire of US policy and Pakistan is not in a position or situation to handle them. Pakistan, however, has worked out a new plan to infiltrate them to Jammu and Kashmir to restore militancy.

National Conference was responsible to send them across for training and its leadership is feeling insecure because of the dilution in militancy in the state. “Pakistan and its allies are not happy with the situation and they have worked out the new policy for the revival of terrorism in J&K in the name of Rehabilitation Policy which is in fact a conspiracy to revive militancy in the state,” Bhim said.

The Panthers Party has moved the Supreme Court against the implementation of the Union Home Ministry’s decision to support J&K government inviting the terrorists and the fundamentalists to J&K, Bhim said.

Instead of rehabilitating those who were responsible for the destruction of the state and miseries of the people, the Government should have thought about the genuine sufferers in the state, he added.

He further said the Government was rewarding the traitors and punishing those who are nationalist by core. Already thousands of unemployed youth including unemployed engineers, technocrats, ITI technicians, jawans of home guards and daily wagers are on strike in different parts of the state seeking redressal of their grievances.

The Bar Association Jammu (BAJ), too, has expressed its unhappiness over the decision of the NC-Congress coalition government to facilitate the return of militants to Kashmir. It even went to the extent of suspending work today to register its most emphatic protest against the NC-Congress coalition government.

It is a sinful crime to think of, plan and order resettlement of traitors, terrorists, fundamentalists and killers of hundreds of nationalists and men of armed forces of the country before resettling the Kashmiri Pandits (the original inhabitants of the Valley for centuries) who were forced out of their home and hearth more than 20 years ago by these very fundamentalist, enemies of the nation.
