President'srule means bureaucratic raj. It also implies the de facto rule by the ruling party in Delhi. There are enough instances from the past to highlight the supremacy of this fact. What is most scandalous in Bihar'scase is that the same political parties who apparently could not agree to form a democratic government, will now collude to administer the state through hand-picked bureaucrats. This makes many wonder: Is democracy safe with UPA?
