A case has been registered against PV Sunil Kumar, an IPS officer and former Addl. DGP of Crime Investigation Department (CID) by the police in Narasaraopet, Guntur district, on Friday (July 12), following a complaint lodged by TDP MLA Raghurama Krishnamraju.
The case traces back to events from May 14, 2021, when Andhra Pradesh CID officials registered a case under sedition charges against then-YSRCP MP Raghurama Krishnamraju for allegedly making inappropriate comments against the former Chief Minister YS Jagan Mohan Reddy. Raghurama Krishnamraju was arrested in Hyderabad and transferred to the Guntur CID office, where he was interrogated overnight. He was then presented in the Guntur court, which directed his transfer to the Army Hospital in Hyderabad for medical examination. Later, the Supreme Court granted him relief.
In his letter, Raghurama Krishnamraju claimed that he was subjected to severe torture and attempted murder while in police custody. He alleged that he faced brutal third-degree interrogation methods and was tortured in various police stations.
In his complaint to the Guntur SP, Raghurama Krishnamraju urged a thorough investigation and strict action against those responsible. Based on his complaint and legal advice, the police registered a case under several sections. He accused the named officials of custodial torture and alleged that Dr. Prabhavati provided a false medical report to the court regarding his injuries. Additionally, he claimed that IPS officer Sunil Kumar threatened to kill him if he criticised Jagan Reddy.

Raghurama Krishnam Raju resigned from the YSRC Party’s primary active membership in February 2024 and later joined the Telugu Desam Party, where he was elected MLA from the Undi constituency.
Raghurama Krishnam Raju, who was elected to the Lok Sabha from Narsapuram on a YSRCP ticket in 2019, launched an attack in 2020 by openly criticizing the party’s policies. In July 2020, the YSRCP petitioned the Lok Sabha Speaker to disqualify him.
Responding to the FIR, PV Sunil Kumar took to Twitter, stating, “The case was dismissed by the Supreme Court after three years. I leave it to your wisdom to interpret the new FIR filed in a case that was rejected by the Supreme Court.”
Sunil Kumar, an IPS officer from the 1993 batch of the Andhra Pradesh cadre, has a controversial history during his service. He founded an organization named “Ambedkar’s India Mission” and actively participates in both public and private meetings. His comments and speeches often focus on caste-related issues, creating animosity between different sections of Hindu society, particularly among the Scheduled Caste (SC) people of Andhra Pradesh.
Under the banner of “Ambedkar’s India Mission,” Sunil Kumar has been propagating a separatist ideology by advocating for separate Gram Panchayats for Scheduled Caste people. In an interview with a prominent media group, the Times of India, in December 2018, Sunil Kumar stated that he would exclusively represent the SC Mala community and oppose the inclusion of any other caste in the SC category list. He also demanded SC status for Scheduled Caste individuals who have converted to Christianity.
