An integrated response led by the Centre, State Governments and local administration taking into consideration 5 Gs viz. ground zero situation, guerilla tactics familiarity, shunning Gandhigiri, glory for the human rights of our security forces and their families and eliminating the Naxal will ensure that Naxalite movements are eradicated

A martyred braveheart, a victim of Chattisgarh’s Naxal attack, being carried by his colleagues

The deadly confrontation between the security forces and Naxals near the vicinity of the Sukma-Bijapur border area in the state of Chhattisgarh on 3rd April resulted in the casualty of 22 security forces and grave injuries to approx 31 jawans. It was one of the tragic incidents that happened at a time when the largest democracy was fighting the second wave of COVID-19. This incident has again raised all the forums with chronology of incidents related with Naxal insurgency in the largest democracy. As it is evident that the movement started in 1967 in Naxalabari district of West Bengal, it was termed as a movement against persistent socio-economic inequalities in India. Later on, the wave and web of Naxalism propagated in the largest democracy like a volcanic violence and took the clutch of several states including West Bengal, Chhattisgarh, Jharkhand, Andhra, Telangana, Odisha, Maharashtra and others. However, Chhattisgarh is the most Naxal prone state in the country in the last three decades. Government’s initiative such as National Policy and Action Plan and Special Central Assistance (SCA) had helped in nurturing development in the Naxalite-affected areas but failed to address the violence activities fully. While we are on a so-called ‘balanced track’ while tackling an invisible contagion through anti-dote, we as a nation still have to devise a proper and permanent antidote for curing the menace.

The trajectory of permanent and proper surgery against these two mentioned forms could be implemented in letter and spirit, only when there will be scope and attempt of an integrated response led by the Centre and State Governments and local administration. This integrated combat response should be in conformity with keeping the view of 5 Gs viz. ground zero situation; guerilla tactics familiarity; shunning Gandhigiri; Glory for the human rights of our security forces and their family; and to eliminate the Naxal and Naxalite movements in all forms. These 5 Gs pentagonal tablets, if realised in de jure and de facto modes, while carrying out the internal surgical strike against this age-old Naxal nuisance, can be a game changer.

Ground Reality

In general, holistic and critical scanning of Ground Zero proves to be the first and foremost tool for any mission being launched by the security forces deployed in Red Corridor zones. Without doubt, Indian Paramilitary Forces have been supremely capable and have effectively confronted the Naxal insurgency over the years. Even in this case the deployed forces certainly have an idea about Maoist leader Hidma Alias Hidmanna, the suspected mastermind behind this deadly ambush attack, who is the head of People’s Liberation Guerrilla Army (PLGa) Battalion Number 1 and known for his deadly ambushes and guerrilla tactics. Hidma carries a bounty of Rs. 40 lakhs on his head and even NIA has filed a chargesheet against him in Bheem Mandavi Murder case, 2019. On Saturday, the Maoist PLGA Battalion was led by Hidma with approx. strength of 250 along with aided insurgent groups of Maoist platoons of Pamed, Konta, Jagarunda and Basaguda area committees. However, there was always a possibility the intelligence input regarding the presence of Hidma in the Sukma-Bijapur vicinity was planted as a trap.

Ground Zero Case Studies of this case and similar cases in the past followed by analysis of patterns of operation of Guerrilla tactics mostly used by Naxals can be combined followed by taking regular inputs and assistance from Indian Armed Forces, Cyber Experts, Investigation Agencies, Local and State Police and officials and last but not the least bridging the trust deficit (if any) within the local inhabitants. As far as the pattern of guerilla attack or deadliest is traced every year between January to June month Maoist launch their tactical counter offensive campaign (TCOC).

As the famous Indian Security Strategist and diplomat Chanakya also suggested in his elaborate writing on war affairs that information is key to success, choosing the right time, and how to use spies and assassins in a lengthy war. He through his writings further suggested “the attacker should be acquainted with the proportional strengths and weaknesses of himself and of the enemy, and having ascertained the time of marching, the consequences, the loss of men and money, and profits and danger, they should march with their full force; otherwise, one should keep quiet.’

Naxals need to be crushed ruthlessly

Gandhigiri Conundrum

Gandhigiri attitude while dealing with our internal terror elements and restoring the glory of our internal security warriors and their families cannot be simultaneously channelised in a time where we as a nation are more prone to threats induced from our internal terror elements and proxy and pseudo patriots who are damaging the fabric of Indian diversity and democracy through the so-called intellectual bullets more or equally harmful as the bullets getting fired on our paramilitary forces there in Red Corridor. Academia which is mostly dominated by the so-called intellectuals who are brainwashing the young generation scholar’s minds through social media, literary, monetary and academic nepotism across selected institutions. And within this some youths are ultimately forgetting that beyond Leftist, Rightist and Centrist, the supreme ideology and ambition which matters the most in the largest democracy is Indian-ism or Bharataaad.

The ultimate goal is to eliminate Left Wing Extremism from the largest democracy, which cannot be realised in letter and spirit without scanning the grey areas, gaps in our combat strategy, statistics and loss of lives, resources and time, which can be alternatively used for developmental purpose and strengthening of India.

Few challenges in attainment of the goal which can be pinpointed include analyses of seized documents and computers/electronic gadgets from ground zero; locate and neutralise source of weapon, financial funding. Checking and neutralising supply of explosives and technical equipments; close monitoring of civil liberties groups are other goals. .

In addition, some unresolved or teething issues like technology based ops (NTRO, UAVs, GPs); Special Forces armed engagement sans precision; synergies and lack of coordination; scanning and putting clutch on Urban Naxals or disrupt Indian gang comprising academician, engineers, student etc. trying to misguide public opinion via judiciary channels/PILs and eliminating their source of funding through channels like FCRA Act, have also emerged over the years.

Salute to Bravehearts

Every soldier and his/her family deserve a life and dignity not only after his/her supreme sacrifice but also it is our holistic duty to ensure every life is precious and particularly before tweeting and making rainbow of status in personal and public platform with sad emoji, RIP why as a nation we cannot assure through our regular intervention to think about our bravehearts when they are alive and standing tirelessly in Red Corridor districts that they have access to best equipments, protective gears, modern technology integrated devices and weapon and most importantly authentic and accurate information.
